Unable to open/start explorer. Any help?

I have AOL dial up, and at the moment, when I try to open
Internet Explorer, nothing happens. I click on the desktop
link, nothing, I go to programs and try to open there,
nothing. I can web browse from AOL, but I get all those
darn pop ups..... Any help out there? Thanks much.
