Unable to open/post web

I have Cox cable with Front page extensions installed. 3
of my web sites work fine. I tried to publish a 4th but
get error message.
"Unable to open http://members.cox.net/league
server error:404 not found
not found the requested url/_vti_bin/shtm.exe/_vti_rpc
was not found on this server.

(ALSO preview not longer works in page view)

I got it. Played with different names for publish to and
it is working.
For some reason when in page view and I hit preview and
click link the links do not display

Ok Restarted my computer and previews are working. I am
my own worst enemy. Sorry to waste everyones time.
