unable to open outlook express]

My computer makes the ding noise when I click on the
Outlook Express icon and it will not open up. Can anybody
help me?

Try restarting your computer, try to open it from the programs.
Start>All Programs>Outlook Express

How long has it done this? You might be able to use System Restore to revert
back to a date when it was working correctly. Go to Start->Help and
Support->Pick a task and click the System Restore link then follow the
wizard to roll back.
