Cannot open Outlook Express

Using Windows XP SP3 with IE7...

I am unable to gain acces to the Vista newsgroups for unkown reasons (you
click sign in and same page reappears with no sign in). So I would like to
access the newsgroup thorugh Outlook Express (at least to resove the problem).

I cannot find how to Open Outlook Express, it is not in the start menu, and
trying each exe in the Program Files\outlook express did not work.

I searched Microsoft, and it is not a seperate download, but part of IE 7.

So, what are my options to install/repair/open outlook express?

Control panel---add/remove programs---add/remove windows components (on left
side) put X in Outlook Express.

way out | Reboot | Set Program Access and Defaults | E-mail | Select OE
