Unable to open other users inbox

We are running Exchange 2000 under Win2K Server on our main server

I am running Outlook 2002 on my workstation and am trying to access
several ex-employee mailboxes from it.

Under Active Directory, Exchange Advanced, Mailbox Rights, I have added
myself with all rights to each users properties.

I then try either File / Open / Other user's folder OR I create a
complete new profile for that specific user.

No matter what, when I try to open it, I get:

"Unable to display the folder. The information store could not be
opened."

What am I doing wrong?
 
You are probably a domain admin (blocked by default).
This KB tells you your options for accessing other mailboxes...

I wasn't a Domain Admin, however I was an Admin. I tried removing my
account from all Admin groups to see if that made a difference and it
didn't. Even though I have Full Mailbox access to these accounts, I get
the same error message.

I also logged off & on to make sure. Would stopping & restarting Exchange
make a difference?

This is very puzzling.
