unable to open control panel

corrupted file (appwiz.cpl) in system32 folder. knowledge base suggests I
delete all *.cpl files after copying them into a temp folder on the desktop,
but system won't allow me to delete, only copy. Also, could not find any
*.cpl files on the program disc with which to replace files on computer once
deleted. any suggestions?

Boot the Recovery Console and delete appwiz.cpl
Then EXPAND apwiz.cp_ to \system32\appwiz.cpl
