Unable to open any folders, control panel, and Internet Explorer

Ok I got a very tricky issue.
I am unable to open any folders, control panel or Internet Explorer. Everytime I click on the Icons or programs, the Icon flickers and nothing happens. I could click on it for hours and it just flickers and nothing. I booted up in Safe Mode and when I log in as the admin (only thru Safe Mode) I could then open up any folderI want . I went into the Control Panel and deleted every program or misc item that was not needed. I am still unable to select my icons or control panel when booted in regular mode... This just started happening about 1 week ago. Please help, this is some issue and I cannot resolve it.

Download ToolbarCop and inspect the BHO section
http://www.mvps.org/sramesh2k/toolbarcop.htm
Double-click each BHO and it copies the CLSID to clipboard. Post all the CLSIDs listed there. Don't delete them yet.

This is the work around I have worked out

click start>run type inetcpl.cpl

This opens the internet options

click delete cookies ,files

Click on the programs tab and click reset web settings


then click advanced and uncheck

1. Enable install on demand (Other)

2. Enable 3rd party browser extensions

This will open up the internet explorer and the other
panels .

DO NOT REINSTALL YOUR SYSTEM FOR THIS PROBLEM.

Thanks for ur advice on the relevant subject. My laptop have the same problem for a few days until i used ur solution and it was solved ! Thanks a lot
