Unable to load System Restore problem

I believed it must have do with illegal installation while I visited a
website where I was trying out the new software for CDa to WAV converter.

After series of illegal installation softwares without my knowledge &
permission, I've managed to removed them all. So I was trying to do a system
restore but unable to load it. I'm not sure how to solve this problem. So how
do I solve this problem? Here's the image:

Hi deafcheer,

Since the error references sysdm.cpl (which is the Control Panel applet for
System Properties), try renaming the sysdm.cpl file to sysdm.old (the file
should be in the C:\Windows\System32 folder). Since it is a protected file,
shortly after renaming the file, a new sysdm.cpl file will be created. When
the new sysdm.cpl file is created, restart your computer and then see if you
can successfully access System Restore.

If the above doesn't solve the problem, try reinstalling System Restore.
Navigate to C:\Windows\inf folder (the inf folder is hidden, so ensure that
folder options are set to show hidden files and folders), locate sr.inf and
then right-click on this file and select Install.

Reinstalling System Restore may delete all previous checkpoints (I've never
had to reinstall it, so I'm not 100% certain of this).
