Unable to Install Outlook 2007 BCM on Windows Vista Business (RTM)

I am unable to install the Outlook 2007 BCM on Windows Vista Business (RTM)
due to the following error.

"Error 1913.Could not update the INI file C:\Windows\system32\mapisvc.inf.
Verify that the file exists and that you can access it."

This file does NOT seem to exist on my Windows Vista Business client.
 
I finally found the file but it "seems" to have the proper permissions for
the TrustedInstaller.

Any ideas why this error is occuring?
 
I've opened a support case with PSS on this issue and the support tech
agrees that this looks like a bug in the Outlook 2007 BCM installer routine
when installing on Vista. The issue has been sent to the product group for
review. Hopefully we'll see a work-around soon.

Do you have Outlook 2007 installed?
BCM is an add-in for Outlook, so unless you already have Outlook
installed, it won't work.
