Unable to install MS Antispyware

Windows XP Home. Downloaded latest version of MS Antispyware but when user
tries to install they get the following InstallShield window:

Command line parameters:
/L language ID
/S Hide initialization dialog. For silent mode use: /S
/v/qn
/V parameters to MsiExec.exe
/UA <url to InstMsiA.exe
/UW <url to InstMsiW.exe
/UM <url to msi package>

The only option is to click OK and that closes the install. We have tried
installing in Safe Mode with the same result. Also tried as a different
user. Any ideas?

any other problems installing things packaged as MSI's on this system? Is
the Windows Installer 3.1 installed on this system. This came down as a
critical update rather recently, but it can be downloaded directly:
