Unable to install Microsoft Data Access Components 2.1 on my Table

When I try to install I get an "error creating process. Reason:
c:/windows/system 32/advpack.dll. This all started when I tried to install
2007 Turbo Tax, and I got the eoor message Microsoft Data Access Componets
2.1 has not been properly installed. I have 1.0 version and I can't get any
of these to work with Windows XP Professional Version 5, Service Pack 2.
 
XP SP2 has data access components already installed automatically.To verify
which version is running,if you have doubts,download & install Component
Checker (CC)...
