Unable to re-install .net Framework 2.0

Some how my .net Framework 2.0 became corrupt. I noticed it when installing
turbo tax and it prompted me to install .net Framework 2.0. Upon attempting
to install it, I got the following error message:
Error 25007
Error occurred while initalizing infusion. Set up could not load fusion with
Load library Shim ().
Error 0x80131700.
I attempted to uninstall all .net framework versions and re-install
according to Microsofts directions, unfortunately, now none of the .net
framework versions will install (from 1.0 all the way to 3.5).
Does anyone have any suggestions?
