unable to install firewall

Hi there,
I want to download sp 2 and it runs the check on firewall
etc. However ym firewall cannot be enabled. I get the
following message:

an error occurred while internet connection sharing was
being enabled. The dependency service or group failed to
start.

I do not have a network but I do have b/band. Anyone any
suggestions to try and resolve?
PS I have already re-installe dwondows (to no avail)

Look for error messages for system services in Event Viewer. To run
it, click Start | Control Panel | Performance and Maintenance |
Administrative Tools | Event Viewer. For more information, see:

Have you manually disabled any system services?

Thank you for previous response. I have got the following
information, which doesnt help me forward at the moment.

An error message in the event viewer contains:-

Version: 5.2
Symbolic Name: EVENT_SERVICE_START_FAILED_II
Message: The %1 service depends on the %2 service which
failed to start because of the following error:
%3
