Unable to install driver for ISDN card

I am trying to install an ISDN card on W2K, SP4.
Driver installation fails every time.
I have been told that this is a bug in SP4.
Questions:
Have anybody a workaround?
Is it possible to degrade from SP4 to lower level?
 
you can degrade if you archived your files when you applied SP4
