Unable to import list in Sharepoint from existing spreadsheet

Whenever I try to publish a list from excel (Excel2003), I get the following
error:
"Client components for Windows Sharepoint Services are not available or are
not the correct version. You will not be able to edit lists connected to a
SharePoint site."

When I try to create a list using import from a spreadsheet option from my
Sharepoint site, I get the following error:
"This List cannot be published due to an internal error"

I have tried to uninstall and reinstall excel 2003 as well as the entire
Office 2003 Professional but to no avail.
