unable to import email from Outlook Express 6 to Outlook 2003

I have outlook express 6 on W2K Pro. I want to migrate my OE e-mails to
another PC running Vista Ultimate with Outlook 2003. I copied my OE e-mail
folder to the new PC and tried to import it into Outlook. Each time I try it,
it says: “The mail folder could not be opened. If another application is
using this file, please close it and try again.†On my old PC, I tried to
export my e-mail boxes, but received an error that it failed. What’s the
problem importing to Outlook 2003? It shouldn’t be that hard. I have
Microsoft’s own procedure to do it and it fails every time. I prefer to use
Outlook instead of the replacement for OE – Windows Live mail. I have admin
rights as the user I am logged in as. Any help would be appreciated.

You first need to open or convert the OE message store to Windows Mail, then
export from Windows mail to Outlook. Or, you need to export from OE to
Outlook on the old computer - provided Outlook is installed on it.

what exactly is the error message you get when you tried exporting on the
old system?
