Unable to format diskettes

WinXP Pro, with latest patches applied.

When attempting to format diskettes via the command prompt
(FORMAT A:), the following error is displayed:

"Format cannot run because the volume is in use by another
process. Format may run if the volume is dismounted
first. All open handles to this volume would then be
invalid"

User has administrator rights, no other applications are
running, and Norton Antivirus Autoprotect has been
disabled after the computer was re-started.

Any suggestions.... please?

Hi Shane,
I believe that you just go to "My Computer", click and
highlight "A: 31/2 floppy", Click on "File" in taskbar and
then click on "format". I have not tried formating under
the command prompt.
