Unable to find Smart Device Authentication Utility

I have problem, because i can't find uin my visual studio this programme, it
should be in tools menu, but the only one i get there is connect to device,
which is not working very well Maybe i should add something to have
posibility to deploy my programs to windows ce device? Or, maybe there is a way
to run this only by name, but what's name it have?

You need to download it separately (search microsoft downloads) and you'll
need its counterpart on the device.
