Unable to execute programs with Domain Admin logged on "locally"

I have a win2k server that I am able to logon to locally but not execute any
programs at all such as Windows Explorer, Internet explorer or even the admin
applets. I am able to connect via workstation and administer the network.
Is there anyway to reset the policies? To be honest I'm not even sure what
exactly it was that I did!! I think that I may have made a group policy
change to domain admins. How can I fix this remotely?

You didn't tell us what happens when you try but make sure your domain
account is a member of the local administrator's group.

When I double click any icon on the desktop nothing happens. The hour glass
briefly appears. When I go through Start>Programs>accessories>Windows
Explorer I get the message "Unable to execute".

Hey Dave,
Thanks for answering! Unfortunately I can't execute any programs from the
console itself! I get Access Denied when I try to access control.cpl so I'm
not too sure how to implement the cure that you gave me since I can't do
anything at my domain controller.

If you can't RDP and or don't have a backup account then you'll likely need
to flatten and rebuild.
