unable to download PDF files

I'm unable to download any PDF files through my web browser
( I use IE.6).Any attempt to download a PDF file, I see
instead a placeholder icon. it happens on any site I
visit. I have downloaded and installed the latest adobe
reader but the problem is still there.Please any help
would be appreciated.
