unable to deliver this message

I have Outlook 2003. After I send emails, I received many times emails saying
that it failed. I noticed that it happened many times when I send messages to
yahoo or hotmail email adresses.
Here is the error message: unable to deliver this message after 8 hours

It sounds like the address is wrong or it's an issue with the server.

The address is not wrong because I received many emails from it before. It
happens only with yahoo and hotmail addresses.

That's strange to block all yahoo email adresses.
For example, today, I received that (with a yahoo email):

the 2nd error says it about yahoo - their service is down. i got the same
error today.
