Unable to delete Folder

Hi:
I am NOT able to delete one of folders, ... say, ... "January folder,'
in my Picture on my Document.

Every time I attempted to delete, it says, ....
".... someone using this folder. .... needs administrator's
permission, ... etc."
This computer is solely using myself without anyone bothering.

My question is;
How to delete this, un-needed folder in my Picture on my Document?
