unable to delete desktop icon

sent laptop to service center for warrenty repair to cover. repair center
updated the bios (bios launcher downloaded to desktop). when i got machine
home i noticed an adminstrative tools icon now on my desktop. i am unable to
do anything with this icon. when right clicked i get no option to delete or
to open properities. i have tried dragging and dropping,moving, and
deleting. i cannot move it off the desktop. control pannel still has the
administrative icon in it and it works. the icon on the desktop works also.
hovvever desktop is no place for admin. tools. i have also tried to delete
from safe mode without any success. please help. have not tried a system
restore as i have never successfully accomplished one.

Try C:\users\name\desktop and delete from there ; if not try safe mode
..

already tried safe mode no luck. c:\users\*.*\desktop not there???? it is
on desktop though. tried toshiba repair depot they denied they did anything.
however it was not there before i took it in. it is not a short cut it does
not have blue arrow. i was playing around and attempted to move (drag and
drop) the admin tools from control pannel to desktop and i was asked if i
wanted to create a link ????of course i declined. but is this a link????????
and how do i undo a link???????

Could you go to the cmd window and do a DIR command?

Maybe that would give you a new clue. It might also be possible to move or
delete the thing (seems the best name for it) from a cmd window...

Obviously I'm grasping at straws here, but you never know...

i also created a shortcut for admin tools from cont. pannel to desktop and
deleted the one i created. however the two icons were not the same the one i
created had the large blue arrow that a short cut is supposed to have. i
went into command prompt to user\PPPP\desktop dir . it is not there . from
windows explorer the only place admin. tools is, is under programs. question
when i made all of the hidden and system files viewable there were two
desktop.ini files that were on the desktop. i opened them in note pad they
are slightly different but dont make much sense to me one is dated before the
repair one is dated after but not the date it was repaired???????????
still at a loss
still taking suggestions
