Unable to delete Cookies

I have tried every common method to delete cookies in my Temporary Internet
File, such as 'Tools-Internet Options-Temporary Internet Files-Delete
Cookies (or Delete Files). They seem to disappear, only to return, as soon
as I reopen the 'Tools' drop down or go to 'Settings-View Files'.
Maybe I am going 'cookie'. Anyone have a solution to this mystery? Thanks!

Here is a suggestion go to
start>programs>accesories>window explorer>Documents and
settings> under the user's account open the folder that
says cookies hightlight all except index.dat then click or
hit delete on keyboard.. Empty recycle bin after that.
Same deal with your temproray internet folder.
if they come back after u do that u may want to download
and run either spybot search and destroy it could be
spyware
