Unable to delete a file

I’ve got a file (Farscape) that windows will not let me delete. I’ve tried
safe mode and safe mode with command prompt but still no luck. The file
resides in my Documents and Setting folder under Temporary Internet Files.
The file itself isn’t associated with any other file in fact there’s no
extension at all to it. Any help would be greatly appreciated.
