Unable to Defrag partition

I am trying to defrag a partition and get the message, "Some files on
this volume could not be defragmented. Please check the
defragmentation report for the list of these files." I have 24% free
space on the drive. Is that enough? Any suggestions. I really need to
defrag this drive.

The list shows 29 files which were still fragmented, but it does not show
the names of these files. Nor does it show the number of fragments for each
of the suspect files.

This is a strange report. Every time I have received a message like this,
the report shows the names of the most fragmented files.

It may be that some of the files are open and thus cannot be defragmented.
It may be that there is insufficient contiguous free space (if in fact that
is a requirement) to permit defragmenting to take place.

It also may be that you are needlessly worrying about this entire matter.
It is easy to construct a situation where fragmenting is unimportant, and it
is also easy to construct a situation where fragmenting causes serious
perfomance problems.
