Unable to connect to internet - TAPI error message

I am using a 56K us robotics modem that suddenly stoped working. Replaced with external modem on usrobotics support suggestion. Still unable to connect. Using hyperterminal I was able to determine that the modem is fine. Win2000Pro will not connect. Get TAPI error message finally, and usrobotics said it was a windows problem. Reinstalled win200pro as an upgrade to try to correct and did not work. Anything else I can do besides a clean install?
 
Check Event Viewer for the details on the error.

I went to the event viewer and saw many errors. In the application log the most common and recent were source:userenv (the group policy client-side extension security was passed flags (145 or 17 ) and returned a failure status code of (13) event:1000 user:SYSTEM. Another was source:scecli (security policies are propagated with warning 0xd: the data is invalid. Please look for more details in Troubleshooting section in security help) event:1202 user:n/a. Also Source:SQLCTR70 (description for event ID (1001) in source (SQLCTR70) connot be found the local computer may not have necessary registry information or message DLL files todisplay messages from a remote compute

I'll post this now and continue with the system log events in next post. Thanks! Lesli
 
When you view the logged events in Event Viewer in the upper right corner,
third button down is a copy to clipboard, then you can paste in the body of
a reply message. (system log only)

The system log shows many event errors too. Most common: source: service control manager event:7023. source:RasMan (connection manager failed to start because it could not create buffers restart computer access denied event:20035. source:remote access (control protocol EAP in Point to Point Protocol module c:\WINNT\System 32\rasppp.dll returned an error while initalizing The network request is not supported) event:20151. source:server(Tkhe value named MaxMpxCt in the servers Registry key LanmanServer\Parameters was invalid. Value ignored event:2506. source:remote access event:2007

One of the articles said that I needed to restart the computer and the binary files would be restored. This didn't work. The other articles I skimmed and basically couldn't figure out how to apply to me. Any other suggestions

I would uninstall both modems. Let Windows redetect your
external modem. If it doesn't detect it use the Hardware
upgrade wizard. Have your installation disk handy. You
can also check the website of US Robotics for an updated
driver. Another thing to check is in the Modem Properties
dialogue box, make sure the settings are correct. No
initialization strings.
