unable to completely defrag

when i get to 16%, it will skip to 98 and complete and say i have files that
cant be defraged. here is the message.... fragments 281......size
1.80gb.....name. documents and settings billy harcus local settings.
what can i do to fix this problem so i can do a defrag that is badly needed?

This is common, I have the same problem. I think it´s a bug in win xp.

Defrag & Free Space

[[A volume must have at least 15% free space for defrag to completely and
adequately defragment it. Defrag uses this space as a sorting area for file
fragments. If a volume has less than 15% free space, defrag will only
partially defragment it. To increase the free space on a volume, delete
unneeded files or move them to another disk. ]]
