Unable to communicate with server. Cannot receive or send message

When I tried to receive my messages, I got error 0x800ccc19. It said that
timeout occurred while communicating with the server. What can I do?
 
What version of Outlook do you have? How long has this been happening? It
could be a temporary problem with the server.
