Unable to change home page setting on IE6

Clicking on internedt options, under the General Tab, the home address
selection option is not hot (not highlighted) and cannot enter new
address to change the home page.
Any ideas?

happened to me. see microsoft knowledge base article

the registry:

Homepage = 0 {hexadecimal} ( = 0x00000000) (*
Data = 0 allows Homepage Set, Data = 1 locks Homepage Set*)
