Unable to boot into windows

When I boot the system, Windows XP, I can not boot to windows. This is also
true when booting to safe mode. I go in a cycle where my options are
Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt
Last Known Good Configuration
Start Windows Normally
These all take me in a loop asking the same questions. I use F8 to get
there. If I do not use F8 my options are similar and I just keep going in a
loop and never boot into windows.
Can anyone tell me how to get out of this loop and boot into Windows?
 
The system was originally running on windows ME which I updated to windows
XP. Thus I have the windows update CD and the original windows ME restore
CD. I tried to reboot from both these discs and neither worked. I was able
to play music CDs on the disc drive but always had trouble loading programs
from Cds using that disc drive.
Thanks for your interest, any advice would be appreciated.

There is no need to preload the winme, when winxp complains it cannot find a
qualifying app, simply pop winme cd in to validate
You may have to ammend your bios boot order to enable boot from cd.
That said if you have been having probs with your cd crive then perhaps it
need replacing
