unable to acess IE tools internet options

I am unable to access IE tools internet options without using
the control panel. Instead I get the message

this operation has been cancelled due to restrictions imposed
on this computer (not verbatim)
contact your administrator

I vaguely remember restricting access of the internet options
to the administrator but havent a clue has to how to undo
that option. Can anyone help?
