Unable to Access Secure Sites

I'm using IE6 on Windows NT 4.0/SP6a and I cannot not
access secure websites. I know this problem is associated
with cryptographic issues either with NT or IE6 because I
cannot active the 'Certificate' button in IE Options to
install client certificates. This is really frustrating
because I cannot download any additional Windows
hotfixes. Also, this problem came about after installing
several Windows hotfixes. Can any one help me? I have
already spent a week trying to resolve this problem.
