unable to access phone & modem options control panel

When I go to Start/Control Panel/Phone & Modem Options and double click on it I get the error message "Phone & Modem control panel can not be opened. You may have a problem with telephony service"

How do I fix this please as I need to alter a modem to work via my IR port to my Nokia 7250i mobile phone?
 
Is the Telephony Service running?

Start | Run | Type: services.msc | OK |
Scroll down to and double click Telephony |
Startup type: Automatic
