Unable to access Internet/tools/options

Windows XP SP1a. When attempting to access 'Tools' 'Options' from the
Explorer toolbar, I receice a restrictions error message "This operation has
been cancelled due to restrictions in place on this computer. Contact system
administrator" I am the administrator and I cannot determine how/where to
correct this. I have been attempting to change my web home page and those
boxes are grayed out.

Any assistance would be greatly appreciated.

You have a spyware or an adware go to pest patrol & have
a free scan
 
Are you logging in as the network administrator? I've
only seen that message on computers attached to a network
where a group policy is in effect. Being a local
administrator on the machine does NOT override the
network policy. In addition - the policy must be manually
set to not apply to the administrator account. By default
it applies itself to all logins.
