Unable to access Internet through TS session

I have a DC being used as a Terminal Server as well. The
accounts that are setup to use the Terminal server have
limited rights since it is on a DC. The users need access
to the Internet Explorer. When the user trys to launch IE
they get the following error:

"You are restricted from running the Internet Connection
Wizard. Contact your Network Administrator for more
information."

How do I change the rights on this?

Do you really want all your users to go through the hassle of setting up an
Internet connection from your server? I find that difficult to believe.

Instead, you should set it up as administrator (I normally do this when I
install IE, thus stil in install mode).

You don't write how you have restricted the users. If the problem persists
after you have configured the Internet Connection on the server, then you
might want to download FileMon and RegMon from www.sysinternals.com.
Run these programs as administrator and let one of the normal users logon
and start IE. FileMon and RegMon will show you all "access denied" error
that occur.

You have checked the settings in the Group Policy that denies users the
right to run Internet Connection Wizard, I presume?
