Unable to access help menu

I am having a problem with opening HELP in MS ACCESS 2007. The error code I
get is: "CL viewer can't display help. Windows installer error 33...another
process has locked a portion of the file"

How do I resolve this problem?

Same problem but MS Word 2007
When I click the help button it displays this error message:

The setup controller has encountered a problem during install. Please review
the log files for further information on the error.

When I press ok to exit out of the error, it then displays this:

CLView can't display Help.
CLView cannot install the necessary files due to Windows installer error 33.
The process cannot access the file because another process has locked a
portion of the file.

"Help" !!!

Have you made sure that your Dot net framework is up to date. I'm only
guessing but it would seem that CL might be referencing the Common Language
Runtime
