Unable to access certain website links; also e-bay "Add Pictures"

From our local public library website I am unable to access two links.
Clicking on the button results in nothing. Also, in trying to list an item
for sale on e-bay, I properly fill in all required information and when I
reach "Add Pictures" I get the same result...nothing. I have successfully
used both sites in the past. And I have no trouble with other websites.
Technical advisors from both sites had me disable pop-up blocker, delete
caches and cookies, and (library) add the links websites to the exception
list in pop-up blocker. Nothing worked. I installed Internet Explorer 7 and
that didn't make any difference. Sorry this is so long. I need help!

Are you connecting via the library's network using your machine (e.g.,
wirelessly)? If so, do you have the same problem when connecting elsewhere?

No. And I am able to access those two links directly to their websites (not
going through the library's main website. I have no difficulty connecting to
any website nor their links., just this one and the e-bay picture tool.

"No" what? You're not using your machine at the library or you don't have
the same problem when connecting to the internet at another location (e.g.,
your home; school; office) using your machine?

If it's not your machine, I can't imagine the library allowing you to
install anything, let alone IE7, on their machine.

Since you're using the library's machine and connecting to the internet via
their network, I'd have to assume that the library's security protocols are
not allowing you to access the pages in question, Pat.

I'll try to be more clear. I am not using the library's machine. I am using
my computer, at my computer desk, in my home. I bring up the library's
website and attempt to access one of the links on the library's website.
