Un-responsive application

Frequently during sign on my AOL 9.1 SE program becomes un-responsive after I
receive the "Welcome" announcement. No matter how long I wait it is still
un-responsive and difficult to shut down even with Task Manager. No obvious
error messages are produced. AOL tech help is totally useless. Are there
any diagnostic tools within WinXP home / SP2 that can help diagnose the cause
of the lockup?

The cause of the lock-up is the AOL 9.1. I'm afraid you'll need to
contact AOL's tech support for resolution of problems with (or caused
by) their product; Microsoft has no control over AOL's product quality
(or - more accurately - the lack thereof).

You could try to remiove and reinstall AOL, but I doubt that it's do
much good. And it's a lot of work. Sadly, the only practical way I've
ever found to completely remove AOL from an operating system is to
format the hard drive and perform a clean installation. I absolutely
loathe having to resort to a hard drive format to fix what should be a
relatively minor issue, but it takes a lot less time than manually
removing/replacing all of the Windows system files that AOL replaces
with their own versions and the hundreds of unnecessary registry entries.

You don't need whatever local e-mail client might give you. Just use your
own choice.
