Uknown program responsible for

Each time I start up a record is being kept by an unknown
program that sets up a file in my temp file and all these
files are 16KB with various identifying numbers that seem
to be randomly generated. For example there is a file now
in my temp folder that has the followng title
Perflib_Perfdata_530.dat
When I try to delete this file the resonse is that I
cannot because another program or person is using the
file. I have tried to scan with Norton anti virus but
even that has failed because Norton AV could not open the
file. I am the only user of my PC and it is running
Windows XP home operating system. Can you please help?

Searching Google for Perflib suggests this part of a Perl-based program
looking at XP performance data. Have you turned something on?
 
They are created by the SNMP service. If you disable the service they won't
be created.
