Type of macro (Excel Version 4) that cannot be disabled?

At File open, after selecting "disable macros" some Excel files display the
following message:

"This document contains a Type of macro (Excel Version 4) that cannot be
disabled"

What can be changed in the VBA code to allow the macro to be disabled?

As the message says, that type of macro *cannot* be disabled.

You can either delete the XLM macro sheet or delete the name(s) that
refer to XLM macros. Other than that there is no other choice -- that
I know of.
