txtsetup.sif corrupt - Setup cannot continue

I get this error message during a new install on a clean
hard drive.

INF file txtsetup.sif is corrupt or missing, status 32768.
Setup cannot continue. Press any key to exit.

Windows XP Pro ver 2002
0601 Part No X08-33951

What do I do?
