Two workgroup icons

I have two XP pro machines in a workgroup. There are two problems: one major,
one minor (?).

First the minor, or is it? Both PC have the same workgroup name called
Workgroup. However on PC1, when I do a network browse starting with Network
Places, I see 2 icons that says Workgroup. Opening the first icon, the
computer sees itself but not itself and PC2. Opening the 2nd Workgroup icon,
PC1 sees both computers and all the shared directories on both computers. I
wonder if this has anything to do with the major problem as described next.

I make the entire C drive of PC1 shared. However, when trying to access this
C drive over the network from PC2, I can open all folders in the C drive on
PC1 except Program Files. It's your usual Access Denied error. Why is that? I
can open the Windows folder of PC1 from PC2 so it's not about system files
restrictions. I can create a shortcut of a sub folder of the Program Files
folder and put this shortcut outside the Program Files folder and PC2 can
access this subfolder basically as a work around solution, but I cannot see
the folders listing that is inside the Program Files folder of PC1 from PC2.
Something about the settings of the Program Files directory that stop PC2
from doing a directory listing.

All firewalls are turned off. PC1 is run under an admin account while PC2 is
run under a User account. However, the name of this user is also created in
PC1.

Looking at the first problem, provide "browstat status" and "ipconfig /all" from

Re the second problem, are you sure that you have administrative access? Is
Simple File Sharing enabled or disabled?
