two users on one computer

i'm having trouble downloading software such as kaaza as
the secondary user, i keep getting an authorization icon
coming up saying the primary user is the only one that can
do this. can i avoid this? if not what should i do
assuming i have all the information for both users?

also get the computer owner (administer) to change your settings. If they
limited you access I assume they have a reason.
