Two PC's, one desktop, possible?

My boss currently has two PC's, a desktop unit that is an
office PC, and a laptop that he travels with.

The desktop PC Specs - Windows 98, connected VIA LAN to a
server running Windows Server 2003. I am aware that it
probably makes sense to upgrade this machine to XP Pro,
as Xp seems to be much better in general for making tasks
like this one as easy as possible. I plan to do this if
you all think it's a good idea...

The Laptop Specs - Windows XP Pro, when in the office
connected to our network VIA LAN. When on the road uses
dial up service to somehow dial in to our network and log
on to our domain. I think he uses what our Service Tech
guys call "a VPN" to connect.

This is what he wants from me:

he wants to be able to, at any point, access one and the
same desktop with identical contents from either his
desktop PC or laptop computer. EG, same appearance,
shortcuts, outlook data file. There is server storage
space available, as obviously that will be one necessity
to bring this project together.

Any help that can be offered or possible plausible
solutions, please reply here!

If his desktop was using XP he could use remote desktop to connect to his work pc and everything would be available there.
