Two Operating systems on same partition question.

I recently installed a second copy of XP Home on my computer because of
some problems I was having with stop errors and other stuff. I didn't
want to do a clean install because I wanted to keep my files. My
question is. How can I transfer the files from one OS to another on the
same partition?

Simply copy and paste.
However two operating systems on the same partition is an accident waiting
to happen.
You should perform a Clean Installation to correct the error:
