I recently installed a second hard drive just to store recovered files that I
was searching for and didn't want another person looking through them. Should
I or can I install windows on this hard drive and then use this hard drive
and its version of windows as my own private computer?

There is no need to go through the trouble or expense of
installing Windows XP on a drive that is used for file storage.
Just make sure your second drive is formatted NTFS.
