TweakUI Doesn't appear in Control Panel

I downloaded TweakUI 1.33 for my windows 2000 pro system.
When I double click on tweakui.cpl it says that it should run
from the control panel and would I like to install it. I say yes
but it never appears in the control panel, even after rebooting.

Can anyone assist?
 
right click the .inf file and choose install and then reboot
