TV Tuner VE install issues

I have an ATI Radeon 9700 Pro card and an ATI TV Tuner VE card. Each
and every time I do anything with any driver, control panel MMC,
etc... the TV tuner stops working.

I decided to install a new hard drive and basically reinstall
everything to get a clean and fresh version of XP-Home. Everything
has gone perfect on the reinstall and copy from my old hard
drive.........until I got to the ATI hardware.

I can't get the PC to recognize the TV Tuner at all, no matter what I
try. In the Device Manager, there are 2 items listed as "MULTIMEDIA
CONTROLLER" and "MULTIMEDIA VIDEO CONTROLLER". Both are listed with
the Yellow Exclamation point and basically say that the drivers are
not installed (code 28). Both say PCI slot 4, so I know that is my TV
tuner VE card. I've never had this happen before during fresh
installs. I threw in the original CD I got with the tuner to try and
install it that way. I've tried using the latest drivers from ATI and
picking the directory for it to find them, nothing works.

I have no idea what to do now.

HELP.

By any chance do you have a machine using hyper-threading? I was
running into a similar problem and dl'ed a hotfix. Took care of the
problem.

Yes, running an Athlon 2200+. Problem is I just grabbed a new drive
and basically reinstalled everything to it and then went to Windows
Update and grabbed everything out there, which was a lot (18 month's
worth of updates/patches). So I have no idea which one was the latest
since they all have an "install to my system" date of either the 5th
or 6th of March.

You wouldn't happen to recall the specific Number on the hot-fix that
you deleted, would you?

Something is keeping windows from recognizing the hardware, that much
is obvious. I've tried everything I can think of: re-seated the card,
installed the original CD drivers, tried to install the latest drivers
I pulled down off the web, etc... I can't get it to work. I know the
card itself is OK because I kept my old hard drive intact so that in
case I ran into trouble configuring stuff (email, basestation, etc...)
I'd be able to plug that hard drive in and boot from it and check out
settings - SO I did that and pulled up the TV application just fine.

I can't believe there was a hotfix in the day that it took me to
reinstall everythign that has this screwed up, but it could be the
issue. It probably isn't the same one as you unless you just had your
problem in the last couple of days....(please tell you did, because
that would definately narrow it down).

Try this and see if it works. Credit goes to the original poster
