TUSL2 -- How to regain "It is now safe to turn off your computer"

I have a multiboot system (each OS is on a separate hard disk,
and the boot device is selected via Adaptec's scsi controller bios),
and am trying to figure out a way to NOT have Windows 2000
power down the machine when it closes -- most times I want to
just warm boot and select another OS.

From what I've read this power off function comes from ACPI,
and can be disabled by reinstalling Windows with "Standard PC".
Simple enough. But the TUSL2 also has APIC and I love the
extended interrupts.

Are these two related, i.e. will disabling ACPI also disable APIC?

Or, is there a way to keep ACPI and stop Windows from
powering off the system?

... "restart" instead of "shut down"?
